Abstract: The concept of global performance is widely questioned due in particular to the difficulties of its management. This is the observation that we make in this article, which is based on an intervention research carried out within a local authority. While, by nature, this organization pursues the ambition of generating overall performance, it nevertheless fails to fully achieve this ambition. We show that the notion of performance is too complex and too dynamic to be understood in its entirety and that it can be understood in the form of many and varied points of view.
