Abstract: The economic analysis of disarmament generally makes the assumption that all disarmament frees up resources and improves the potential for national economic growth. This facile presentation does not take into account the costs of disarmament, the sectoral, categorical and territorial economic issues of arms industry conversion, and national security concerns. Disarmament negotiated by countries must be progressive, general and continuous. Any situation of peace is not necessarily preferable to a situation of conflict. Disarmament is a major political decision based on mutual trust between states.
