Abstract: With the process of economic globalization, the role of the State is questioned, in the face of a dominant liberal thinking after the collapse of the Soviet Union. The question of the time horizon arises. What is the optimal level of laissez-faire that leads to actions based mainly on short-term profit on the one hand and, on the other hand, the indispensable intervention of the State that must avoid in many areas of social life the excesses of an uncontrolled market economy that often leads to economic crises with considerable economic and social costs. Longer-term issues must be resolved by state incentive action, particularly in the areas of global warming, pollution, economic inequality and growing precariousness, and the maintenance of public service funding.
