Abstract: The user adoption of smart governments is a key element for unlocking the value of AI in public services. Empirical studies can help us understand the user adoption process, its factors but also the assessment of ethical risks and challenges. This case study explores the adoption of a customized recommendation service for job seekers and public servant, using the UTAUT model of Venkatesh & al., to show its value and limits.
