Abstract: This contribution distinguishes forward-looking and prescriptive guidances during the elaboration of regional patterns. On the basis of a study conducted between 2012 and 2018 among French territorial managers of a regional council, it ques tions the way in which the territorial actors are mobilized through the analysis of two organizational arrangements implemented by this French region : a prospective college and its factories, and a club of associated public persons. The contribution shows that the tensions between these two guidances are effective, particularly by impacting the co-construction process, as well as the nature of the prescription relationships between the different actors involved.
