Abstract: Following the 2016 territorial reform in France, the regions were entrusted by the State with the coordination of actions related to economic development in their territories. Some regions, due to their size and heterogeneity, have decided to adapt their interventions and actions through a contractualization with infra territories whose borders do not necessarily correspond to the usual administrative limits. Moreover, the public policy of economic intelligence, originally carried out in France by the State, needs to be relayed and implemented on a regional scale, thus constituting a new public policy to be deployed. We propose to study how the "territorial contracts", deployed by the New Aquitaine region, can constitute a territorial intelligence device, with the help of an intervention research and the application of an original hybrid analysis framework associating management tool and intelligent territorial device.
