Abstract: This research highlights the interactions between the institutions in charge of public transport in the French Riviera and travel difficulties resulting therefrom. The inadequacy of current mobility networks creates acute problems of management of public transport. This inadequacy is based on the mismatch of the institutional structures that are not at the right scale. The cities of the Alpes-Maritimes must be linked to interdependent urban networks but this need is actually blocked by the existence of more and more numerous and autonomous local government forms. This article is based both on the State of the current institutional context, particularly forced, on the lack of consideration of the actual flows, and proposes finally reasonable tracks of institutional reorganization which would improve the interrelations between the different levels of decisions and develop a more unified management.
