Abstract: Laffemas was the first French mercantilist. He wanted to modernise his country by expanding manufactures and employment. He tried to hinder the export of raw materials which served for domestic production and to ease the export of finished goods which had already created employment at home. He actually encouraged the silkworm internal production and the export of silk. He was also committed in renovating guilds and their hierarchy and strengthening work discipline.
