Abstract: To achieve their goals of strengthening their attractiveness, territories are embarking on cultural projects of territory (CPT) that require the development of strategies and the coordination of a variety of actors with different interests. Moreover, if territorial entrepreneurship seems to be a source of dynamism for rural territories (Henrion et al., 2019), researchers have not yet taken up this subject to any great extent, yet it is necessary to question the conditions that favour its development in order to respond to real social demand and institutional interest. Our problematic is therefore the following: How do CPTs participate to the emergence and development of a territorial entrepreneurship dynamic? Thus, through the study of the development of two CPTs and thanks to effectuation, we show first of all that the birth of these projects is the fruit of prior alliances and common problematization based on a common past between the founding partners rather than competitive analyses. Then, we show that federating the actors around a project allows not only to promote the territorial resources but also to create a dynamic on the territory. Thus, this paper contributes to the state of knowledge on territorial entrepreneurship and the mechanisms which are set up, during the development of a CPT, to allow the creation of a territorial entrepreneurial dynamic.
