Abstract:
The overall principle of a call for tenders procedure (CTD) is the expression by a client of a request for a work or service then, by return of bidder's responses, the choice of provider who will be accepted. For bidders, there are several risks when responding because they must develop a response based on future development. Different in nature, these risks must be characterized in order to better identify and take them into account for the implementation of a risk management methodology. We propose a risk characterization in the context of bidding process (BP) via a multi-component model, on which we rely to identify risk during BP. Then, we present the general approach that relies on this BP risk model and that integrates an experience feedback process (EF) to the risk management
