Governing food safety through meso‐institutions: A cross‐country analysis of the dairy sector

Abstract: This article builds on new institutional economics tocharacterize the functions played by meso-institutionsin bridging the gap between the macro-institutionallayer at which general rules are established and themicro-institutional layer within which transactions areorganized. The argument is substantiated through acomparative analysis of the regulatory settings designedto secure the safety of raw milk in Brazil, Canada, andItaly. We show that similar rules may lead to verydifferent operational impact, depending on the arrange-ments through which these rules are implemented. Theanalysis also points out some consequences for the orga-nization of supply chains and public policies.
