Abstract:
Territories are crossed by crises that put the management of public actors under pressure. Reinforcing the capacities of these public actors by a better visibility is a strong stake to which territorial intelligence can contribute. It is proposed in this theoretical work to reinvest the notion of territorial intelligence and to complete the typology of territorial intelligence by the category of citizen territorial intelligence by being inspired by the concept of the concrete utopia stated by Ernst Bloch and by the complex thought of Edgard Morin. This new typology repositions the territorial intelligence and contributes to a conceptual framework of analysis leading to a model of representation of the analysis thus constructed.
