Abstract: Abstract: The objective of this research work is to explain the behavior of companies in the ECOWAS region in the face of restrictive conditions of the rules of origin of goods. An exploratory study was adopted at the end of which an interview was carried out with 13 experts unsig the Delphi method. In the end, the results show, on the one hand, that the costs of restrictive rules of origin encourage corporate fraud and that there are conditions of restrictive rules of origin specific to African companies. The behavior of companies to defraud depends on two types of factors. There are not only conditions of rigidity of the rules of origin in the importing or exporting country but also other factors related to the language, the link between the shippers and the absence of obligation to specify information on the commercial documents.
