Abstract: Administrative structures, whatever their level of attachment, local, régional, national and even international, must accompany citizens in the current technological changes. The objectives are to shorten processing and documentary control and to ensure that the citizen is as close as possible to the administrative organizations. It is through several dimensions: activity, human and organizational, technological and "green" dimension that the intégration of ICT in the administration can éliminâtes several brakes and limitations.
