Abstract: With non-governmental partners being increasingly involved in the production and delivery of public goods and services, existing models of public action and management are being challenged. Public value and Moore's « strategic triangle » model are a relevant, and still underexploited, way to analyze such interorganizational relationships. In that perspective, this article applies and adapts the strategic triangle and public value to the analysis of public-private relationships in order to understand the complex role of the public manager involved in the public-private deployment of public action. The originality of the research comes from the analysis of the public triangle through the lens of Actor-Network Theory in order to identify links between controversies and the alignment of the triangle's vertices.
