Abstract: Starting off the lack of an empirically useable definition of public value, this article suggests a concise and operational definition of the concept. This definition is based upon a review of previous definition attempts in the literature. In order to construct this definition, we first examine the different meanings of public value in the literature as well as the two main schools of thought: the one stemming from the work of Mark Moore (1994, 1995, 2013) and the one initiated by Barry Bozeman (1987, 2002, 2007). We then discuss the main attempts to reconcile these two schools of thought before outlining the characteristics required of a truly useable and operational definition. Finally, we advance a definition having such characteristics and able to resolve the tensions between the aforementioned schools of thought.
