Abstract: Dysfunctions, raised at the level of the public administration were on the initiative of the emergence of the concept of territorial governance. This last, leans on the involvement of the citizens as stipulated in NMD adopted by the Kingdom with the intention of meeting requirements of users with a collaborativeand participative vision. This article throws into relief the requirement of the installation of the new reforms for purpose with the satisfaction of the citizens and with the institution of a viable social climate based on the promotion of the insubstantial capital, in this case the human resources. Advanced regionalisation is the radical consecration of a change in piloting of development plans by mobilisation and involvement of all the stakeholders. In order to do that, it is therefore indisputable to implement ofnew tools of management and of territorial governance: thing that treats this article.
