Abstract: Instead of crisis, one needs to speak of « disadjustments » regarding Welfare States and their economic and social transformed environment (globalisation, technological progress, ageing, transformation of poverty, changing labour markets) in order to understand the difficulties met by our social protection system. It has been reformed in the name of austerity and liberalization, without trying enough to adjust to the new economic and social needs, hence allowing more inequalities and new vulnerabilities.
