Abstract: An exploratory survey of 12 applicant regions in the Hauts de France region suggests a surprising fact: the importance of the resources mobilised during the project incubation period, prior to application. What are these resources? What impact does the mobilisation of resources have on the experiment itself? On the unemployed? What is the socio-economic model for this incubation period?
