Abstract: In a context of exponential exploitation of health data, favored by artificial intelligence (AI), we study the impact of the collection and exploitation of data in the evolution of organizational interactions in the field of health. Our research is motivated by changes in the practices of consuming common goods. Our work consists of a thematic analysis based on qualitative and semi-structured interviews with institutional health actors, but also on the analysis of press articles. This analysis is suggested by a neo-institutional approach. The objective of our work is to understand the processes of institutionalization and the mechanisms of appropriation of health data. The analysis allowed the identification of elements that explain the tensions around health data such as polysemy in the definition of health data as well as the economic issues of the commodification of health data.
