Abstract: The introduction of digital tools allowing the transmission of a large amount of information potentially opens up prospects for improving the external control of organizations through greater accountability. Analysis of the regulation of water and sanitation service operators by local authorities in France shows that putting this into practice is not so obvious. Numerous instrumental and organizational adaptations are necessary on the operator's side, but also on the local authority's side. If the latter does not become more competent, the excessive influx of information may ultimately lead to greater opacity in management.
