Abstract: This article is an exploratory study aiming at understanding how public organizations relating to the sovereign power, where lives an 'esprit de corps' (group spirit), are driven into cultural change regarding occupational hazard. With a case study on smoke toxicity in the firefighter profession, we show the risk prevention stresses fire departments senior management to bring a mediation process to bring change. In this framework, the esprit de corps will help them to gather different actors around the topic of the perception of this specific risk in order to reach a status quo on concrete measures. Moreover, the esprit de corps does not protect the sovereign power from economical logics and societal evolution, that both shape risk perception and measures perception in the profession.
