From commodities to resources: The changing role of raw materials in development analyses and strategies

Abstract:
Based on the articles in Mondes en développement, we propose a reading of the evolution of the role of raw materials in development analyses and strategies according to three main intertwined dynamics: That of the general evolution of development thought, according to the chronology presented by Hugon (2007), that of the evolution of commodity markets, with their shocks and disruptions; that of the rise of sustainable development (from "raw materials" to "resources"). This rereading outlines the contours of a political economy of development, taking into account uncertainty and institutions, actors' strategies, and the effects of scale.
