Abstract:
Many initiatives based on multiple actors and territorial resources arise in territories to ensure their development (jobs creation, contribution to transition and resilience…), which is identified as "territorial entrepreneurship" by the French Bank of Territories. The article analyzes the organization of a meta-organizer to create a favorable frame for such initiatives. If such a role is theoretically relevant, there are important practical limits. The mismatch between financial and managerial frames and this role leads to the reproduction of the initial limits related to multiple independent organizations cooperation, and psychosocial risks. The article shed light on the importance of a professionalization.
