Abstract:
This article examines the emergence of a digital infrastructure on which an innovation ecosystem is based. The case studied is that of the emergence of access to bank payment data, at European Union level, over the period 2010-2021. The analysis shows how this infrastructure emerged and gradually gained legitimacy through legitimization actions that depended on the state of legitimacy and illegitimacy of the infrastructure.
