Abstract:
In a context of States' difficulties in honoring their financial obligations, dependence on partners and the achievement of its transformational agenda, the African Union has embarked on an ambitious financial reform inspired by progress in the internal financial public law of states. This timidly implemented reform is crossed by constraints and deserves to be readjusted for a real autonomy of the Pan-African institution.
