Abstract: While a process of democratization of health has taken place in French discourse and legislation for two decades, it has produced few positive effects on citizen perception of health policies. Criticism of public action in general and health policies in particular is very strong, even more so after the Covid crisis. This article analyzes the process of democratization in health to show how the institutionalization of citizen councils could lay the foundations for a new form of democratization, through the mobilization of citizen expertise and the search for an alignment of the collective decision-making with the aspirations of the population. It also specifies how to remove reluctance to change by applying effectiveness criteria in the establishment of citizen councils: their institutional legitimacy, the alignment of their scope of competence and the relevance of their expertise.
