Abstract:
Since 1949, several reforms to China's healthcare system have aimed to decentralise administration, moving from an organised system to one regulated by the state, even though the Chinese government still plays a dominant role in legislative and administrative terms. The management of the healthcare system has also evolved considerably, moving from bureaucratic administrative management to management inspired by New Public Management. In a context of growth of chronic diseases and an ageing population, it is interesting to study the existing relationships between the different stakeholders (government, doctors, patients, and managers). To this end, the article mobilises the theoretical framework of Public Value Management and the framework for analysing public values developed by Nabatchi (2018), to study the evolution of public values within the Chinese public healthcare system over four main periods from 1949 to 2021.
