Abstract:
The fourth transformation promoted by Andrés Manuel López Obrador (AMLO) focuses on the construction of various infrastructures to stimulate regional development. The Mayan Train is one of the emblematic projects that illustrate this transformative vision. If the construction of this public infrastructure aims a regional development through job generation, stimulation of tourism or territorial reorganization, it also faces economic, social, legal and environmental challenges for local communities. This article analyzes this project since its conceptualization to characterize the development driven by 4T. The inconsistencies between government discourse and practices associated with the construction of the Mayan Train are relevant to analyze the 4T and the implications on different dimensions of Mexico's development policy.
