Abstract: The French steel industry faces major challenges, with regulatory pressure pushing companies to decarbonise in a highly uncertain environment. This article analyses the role of various uncertainties (the cost of CO2, energy sources, the development of technologies) in determining optimal strategies using a quantitative approach based on real options. The more volatile CO2 and electricity prices are, the more limited is the ability of investors to project the future, and the more they tend to adopt a wait-and-see attitude. While some uncertainties are being resolved, new ones are emerging, such as the supply of high iron ore (a necessary component of the H2-DRI process).
