Abstract: Methodology We use the Directional distance function (DDF), devised by Chambers et al (1996), complemented by an attribution stage Human assets (judges and non-judges) and IT assets side-byside as inputs to the DDF First-instance civil & criminal justice average disposition times as output to the DDF We assess IT assets through an IT maturity score. We build a dataset made of data submitted by countries to CEPEJ for year 2018 augmented with our own IT index, built on purpose
