Abstract: Faced with migration movements from Southeast Asia after 1975, France initiated an exceptionally favourable wave of solidarity to welcome these refugees. By involving the associative sector, the French state gained significant credibility, enabling it to progressively assume a leading role at various levels: European, Southeast Asian, and within the United Nations. As these migrations gradually became a political issue, Paris took on a leadership role within the European Community, thereby becoming a key element in Vietnam's strategy of "circumventing international isolation."
