Abstract: From a perspective of instrumentation of public action, this article studies what an evaluation can say about conflicts and power relations between all the actors involved in an experimental employment policy. Our case study will be "Zero long-term unemployed territories" (TZCLD). Led by non-state actors, this experiment has been the subject of multiple evaluations. We will show that while the evaluation of TZCLD doesn't fulfill the arbitrator role usually assigned to it, it is a valuable resource and an object of dispute that reveals conflicts within and between the multiple levels of actors in TZCLD.
