Abstract: In the framework of enhancing transparency and strengthening individual rights, the unprecedented scale and the systematic way in which public data are made available lead to new uses. However, is the impact of that public access in line with the intended goals? As regards local financial data, although the process was positively described through a narrative emphasizing democracy and increased effectiveness in local governance, some risks still remain. Managing these risks implies that open data are objectified and made readable, through the dialogue between managers and academics.
