Abstract:
Despite the legislative obligations that have enshrined University Social Responsibility (USR) in the Education Code, its implementation remains slow. Although it is present in the speeches and strategic intentions of universities, it is much less present in practice. There is a discrepancy between the doxa suggesting that universities have fully embraced USR and the reality, which is far from it. This article presents and analyses this discrepancy and identifies its main causes. It is based on an analysis of the statements made by the main actors involved in USR and on a study of the various reports drawn up on the subject. Starting with a description of a context favourable to USR at both global and territorial levels, this article establishes the observation that the discourses promoting USR are hardly performative. This translates into political support that is difficult to put into practice, inadequate steering support and a difficult valorisation of USR actions. Conceptual insights into two identified causes of this discrepancy are presented: the complexity of USR and the lack of sense for stakeholders, making it necessary to involve them in the process.
