Abstract:
The Local Development Program for the 145 Territories (PDL-145T) aims to increase the effectiveness of public policies and rapidly reduce poverty and spatial inequalities in the DRC. Its funding follows an egalitarian logic : each territory, regardless of the number of its sectors/chiefdoms, its population, and its size, receives the same amount of monetary units to achieve the same objectives. This philosophy is far from equitable and is less suited to the program's goals for obvious reasons. The best criterion for allocating PDL-145T funds is the number of sectors per entity; this criterion minimizes disparities between territories.
