Abstract: With the era of globalization, territorial anchoring presents itself as an ideal alternative for the development of territories, especially since the development of a country necessarily involves the development of its territories. In this logic, the "territorial community" is increasingly strengthening its preponderant place as an actor in economic and social development. Our contribution proposes to approach an action described as "complementary" to the various actions, of an internal nature, already undertaken by the local authorities to manage local affairs. It is precisely about international action through decentralized cooperation. The study thus deals with decentralized cooperation and its role in promoting the development of local authorities in Morocco. An analysis of the situation in our country is necessary to show the advantages and weaknesses of this action, especially with the strengthening of the decentralization process by the introduction of advanced regionalization, from 2014 in our country, as a new model of economic and social development.
