Abstract:
In this paper, we study the process of collective empowerment of two citizen collectives carrying renewable energy production projects in France that are COMBRAILLES DURABLES and DWATTS. We thus explore the drivers and obstacles to this collective dynamic of empowerment that aims at the acquisition of a power to act of these collectives on the French energy system. We then conducted semi-structured interviews with six members of these two collectives, which we supplemented with a literature review. We identified a two-phase form of empowerment. The first phase consists of activating the individual capacities of actions to carry out collective projects. The second phase corresponds to the constitution of a power of influence aimed at the transformation of the energy system. Considering the sphere of power of collectives, we have identified several factors that can facilitate or hinder the process of collective empowerment, particularly that with a transformative aim.
