Abstract: What role should qualitative methods play in the evaluation of public policies? How do economists combine qualitative and quantitative methods? This article offers a historical and epistemological perspective on the debates that these two questions have generated in France. Drawing from a corpus of « grey literature » (methodological guides, studies and evaluation reports), we highlight the principles and the practices of evaluation, particularly in the case of employment policies.
