Abstract: E-government is considered a significant technological and organisational transformation of public administration aiming to improve a trustful relationship between government and citizens and to guarantee the transparency and the efficiency of administrative operations. The evaluation of e-government from a public value perspective has attracted the attention of both researchers and professionals. However, few studies have evaluated the contribution of e-government to government transparency as a distinct variable of public value. This article develops adesign integrating DeLone and McLean's model and public value theory, and proposes an ex ante evaluation model of e-government success within the Lebanese Ministry of Education and Higher Education context from a citizen's perspective. This proposed model is validated and tested using Partial Least Squares-Structural Equation Modeling (PLS-SEM) techniques on a sample of 429 citizens. The results of the study validate the conceptual model and highlight the mediating role of government transparency.
