Abstract: This paper analyzes the trajectories of public policy in Nicaragua in order to question institutional changes and their effectiveness. Based on combined approaches (sociohistory of public action, historical institutionalism, implementation), the paper deciphers evolutions in agricultural and food policies, and highlights a critical juncture that provoked the enactment of a food sovereignty law and the formulation of new instruments. It questions, based on an empirical study conducted in an agricultural region where food insecurity persists, the effectiveness of two flagship programs of the policy (Zero Hunger and School Snacks) and underlines their limitations and the difficulties of implementation.
