Abstract:
This paper deals with the debate which pitted conservative economists against their progressive rivals during the late 19th century and early 20th century. It provides a framework to capture opposition to progress, which suggests that the lines separating the two sides were not clearly delineated. We argue that economists' abilities to implement a "program for action" should be considered to derive a more complete understanding of what progress encompassed for economists during the Progressive Era.
