Abstract: The study on the analysis of the effectiveness of public development assistance remains interesting in the sense that it offers the possibility to researchers and economists not only to make a contribution to science, but it also allows that they establish their position on this issue and shed light on this thorny issue of the impact of public development assistance. This is what justifies this paper answering the following research questions: Is Public Development Assistance effective? And what does the scientific literature say about it? The discussions continue by seeking to understand whether or not public development assistance is effective in combating the underdevelopment of the countries receiving the aid. Thus, the research pursues the following objective: analyze the effectiveness of public development assistance according to the various considerations already expressed in the literature. Opinions appear to be very diverse. Three main areas share opinions on the effectiveness of public development assistance. For a first group, public development assistance is effective and contributes both to promoting growth and to the fight against poverty. Above all, for UMOA countries, we show that aid has contributed to poverty reduction. For a second group, aid as an external resource cannot in any way contribute to development, and therefore it turns out to be ineffective. While for a third group, if we must consider aid as an effective tool for reducing poverty and promoting growth, we need a stable macroeconomic framework, good institutions and better public policies. In light of this last group, this research attempts to continue the analysis by seeking to understand how multidimensional crises (political, social and economic) could impact the effectiveness of public development assistance in Haiti.
