Abstract: This article takes under scrutiny public policy measures designed to tackle the problems of access to energy in France, and discusses them from the point of view of the logics of action on which they are based. Using the notion of state convention developed by Robert Salais, we show that there are currently two systems of expectations of the state in France, depending on whether the state organizes its presence or its absence from the energy sector in order to help households deal with energy access problems.
