Abstract:
The efficiency of the cooperation structures among municipalities (intercommunality) is regularly discussed, especially as to personnel management and costs. Sharp judgment to this regard needs to me mitigated. National measures influence the evolution of these costs alongside local ones. Intercommunal structures were created as a way to mutualise and then to induce a decrease in associated municipalities' payroll. At present, the impacts of this creation are diversified and mixed, even if a common trend emerges in terms of mutualisation of associated municipalities' personnel costs.
