Abstract: This article examines why the CANSSM, responsible for miners' social protection since 1946, has endured despite the disappearance of the mining production system. Drawing on the concept of governmentality, we highlight the centrality of human resource management practices in explaining this persistence, showing how they condition the ways in which the state acts upon and through its policy apparatuses. This analysis also sheds light on changes in the state's role in systems of prevention and compensation for occupational risks. Finally, it invites a rethinking of the institutional arrangements required to address such risks should France revive extractive activity.
