Abstract:
This chapter offers a reflection on the benefits and risks associated with the use of algorithms in public decision-making. Firmly grounded in the framework of New Public Management, it shows how civic tech initiatives can serve as tools for citizen involvement in public projects. Depending on the type of tools used, three levels of engagement are identified: adapting services, collaborating on projects, and co-innovating as experts. Despite their capacity to harness citizen energy, the algorithmic models underlying these tools may also lead to a form of simplifying "solutionism" and to a weakening of elected officials' decision-making power.
