Abstract: In the face of social transitions, French cultural policies must innovate to include all users by integrating cultural rights as a lever for social ethics. These rights, recognized by the United Nations and defined in the Fribourg Declaration, enable individuals to express their identity and access cultural resources. This research explores their role in fostering innovation within public cultural policies by analyzing discourse and practices through case studies and the ALCESTEⒸ software. The objective is to understand how cultural rights promote inclusivity and contribute to public innovation.
