Abstract:
This paper aims to show that Prebisch's studies of the 1920s and 1930s are essential to his formulation of industrialization policies from ECLAC in the 1950s. Prebisch's stress on the influence of fluctuations in the balance of payments in Latin American economies gave rise to his emphasis on accompanying long-term industrialization policies with short-term anticyclical policies. The anticyclical policies focused on mitigating the effect of balance of payments fluctuations in domestic economic activities through measures of exchange and capital controls and the central bank's monetary policy; all ideas originated in his activities in Argentina in the previous decades.
