Abstract: Climate change increases the risks of floods, posing major challenges for territorial adaptation. In the Seine River basin, a major flood could undermine the sustainability of France's natural disaster reinsurance scheme. Despite existing adaptation projects, funding remains insufficient, and territorial inequalities persist. We show that the underestimation of certain interdependencies generates inequitable distributive effects and underexplores the financial contribution of those benefiting from these projects. We explore an alternative solidarity regime, considering that a local sacrifice can be requalified as a general average, if it can avoid cascading damage. As a result, this sacrifice can be borne by the totality of beneficiaries. We thus reopen ways to reinvent a solidarity regime
